I want to take admission in a designing school and the eligibility says that?

I would talk to the school you want to attend and ask about it. They may be able to work something out with you. Apply anyway in the meantime, that way it shows you want to go there.

Yes. It’s like voting. When I registered for voting last year, I was still seventeen. But, it said you had to be eighteen as of November 4th. It’s kind of the same thing here. You can apply, as long as you’ll be 23 by the time November 1st comes around.
